If one has dual citizenship for Canada and another country, is it possible to apply as an international student?

Does this put one at an advantage?

What are the cutt-offs for internationals?

What are the best schools to apply to?
From what I gathered so far McGill is the most popular, but it seems to be the toughest to get into even as an international.

Applying as an international will put you at a disadvantage. Canadian medical schools overwhelmingly select Canadian candidates. Most schools reserve most spots for people from their province, with a few for people from other provinces and a very few for international students - have a look at the various indicidual med school sites; most state this plainly. Applying as a Canadian would be more to your advantage, even if you don't meet provincial residency requirements (if you have been living abroad and so has your whole family, you effectively don't have a province of residence).
