applying early decision

So here's my dilemma, this will be my third time applying (and most likely my last). But next year I am doing the masters in physiology program at cincinnati and i know that will be my number 1 choice. my undergrad gpa was a 3.44 (which i plan on raising heavily with this program) and a 34 MCAT. So my question, should I apply early decision to cincinnati? am i good enough??
