Applying for FAP question

I already applied to several schools as I thought I would not qualify for FAP, but a few schools that offer supplemental fee waivers have waived the secondary cost after looking at my student aid report. I have a few questions about the application. Are loans and scholarships considered financial aid in terms of what they are looking for under the applicant fiances?
