Is it better to turn in application before having taken the OAT, or waiting for both to be turned in together?

And is turning in the application in March way too late? What about February? (Applying to SCCO, WesternU, Ferris, and Ohio)
 
Most applications are already closed by March, In my opinion, that is way way way too late, especially for schools like that

What about turning in the application without the OAT report yet? Does anyone know if they just push aside the application if the score isn't out yet, or would they hold onto it and wait.
I guess if the application is good enough, they'll hold onto it and wait for the OAT score, but I feel like if there's already 24890 people turning in their application + OAT score, why would they keep one without - right?

I actually applied before I took my OAT, but I took it very early november. I emailed schools my unofficial scores and most offered me an interview within a few days after that. Feel free to PM me if you have any questions/want advice on the exam
