What is the best time to apply to pharmacy schools in terms of course work done since i have heard of applying before all pre-reqs are completed but since the PCAT is required and covers o-chem material but I will not be taking that until the upcoming fall semester

You need to apply for the year that you will have your pre-reqs completed. Otherwise you are just wasting money on pharmCAS and supplemental costs.
 
I would complete the "major" courses (o-chem, general bio, physics--or courses that take a year to complete) or complete as much as possible. For me, I only have three classes remaining (anatomy, physiology, and English 1A) when I started the whole process. I think getting most of the pre-requisites done help school calculate your pre-req gpa as well.

I am in the same situation as you. I'm taking the PCAT in June, and October if necessary, so I started studying the subjects I will not have had by then over winter break and trying to do an hour or two a week now that school's started back up. I figure studying now will also help when I do take the class. It's not easy, but I gotta do what I gotta do!
