Are away rotations first-come-first-serve?

Hi all,

In applying to away rotations (there is now that new app program), is it usually first come first serve? The websites say the department doesn't choose the candidates and that there is an away-rotations office that approves the applications. Just wondering if this is by timing or by merit.

In my experience, yes, it is pretty much first come first serve
