Are carribean grads considered FMGs?

Even though they do the last two years of the program in the States? If so, are there any certification/licensing exams that they have to complete (BESIDES the USMLE, which i'm aware everyone does)?

Yes they are FMGs, because their degree is still granted by a Caribbean school, but as far as I know, do not take any exams other than the USMLEs. However, one thing is that the Big 3 Caribbean schools are more well recognized by American schools as compared to say, a European school. I dont know if this is an advantage or not, but it would seem to be. 🙂
