Are graduate stipends taxed?

I want to roll over my retirement savings from my current employer into an aggressive IRA, but my financial adviser said I can only do that if I get a W2.
Are grad stipends taxed? Thanks. This adult world is confusing sometimes!

Mine is at least, it is income so why wouldn't it be? One question you have to ask yourself is is your tuition waiver taxed. They aren't at most places, but at some places they are.
 
Yes, stipends are considered income and they are taxed. As irish pointed out, a tuition waiver may be handled differently, so check with your institution.

I know that this has been asked elsewhere, so you may want to do a search for it.
