Are interview invites sent based on stats?

yes i have imbalance in my app with high stats but lowEC and am trying to decide how many schools to apply to.
I don't think my ECs were bad but they weren't great. Numbers were top 2%ish. For whatever rankings are worth (not much), my interviews were in the 10-50 range. Some lower tier schools didn't like me because of low volunteer hours, some probably didn't interview me because my numbers were much higher than their class and they didn't think I would go there anyway. And I think my app wasn't strong enough for the top tier of schools.

So I would advise you to apply to a lot to schools (20+ if you can afford it) with stats equal and lower than yours and also look at things like service vs research focus and match it to yourself.

Apply to none. Take a gap year, improve upon your existing experiences and add new experiences and apply in 2017. Do it right, do it once. You don't want to be here a year from now with no interviews or, worse, with interviews and waitlists that will drag on until you are cut loose when the class matriculates without you. I can't stress enough that not having a variety of experiences including clinical experiences, service activities, and something that shows that you are more than an automaton are essential. Research is nice or essential depending on the school and if your stats would be pointing toward top tier schools then research is essential unless you have something else that is exceptional such as military service or Olympic trials.

How is it decided which applicants get an interview? Is it mostly based on stats?

Allow me to pile on. In your case, strengthening your EC's can be the difference between choosing among multiple offers and sweating it out on wait lists. A patient, methodical approach will win the day.
