Asking for a Scholarship?

Bluntly, I remember reading that someone on here said to ask schools for money before accepting their offer, so how does this process work? Do you email or call? And to whom? Whether it's to even the gap between in-state vs private schools, asking a school that didn't offer you a scholarship to begin with, or asking for a larger scholarship fund, what is the correct way to go about this? It doesn't seem like there's any way to know our financial aid packages before accepting, so is it only merit based scholarships we'd ask about? Of course this probably only works if it's all asked about before sending in the deposit.
 
I sent an email to Nova asking about scholarship and they told me no. I already received scholarship from Marquette, however the cost is still higher than another school I got an offer for, but I think I would feel uncomfortable asking for more $. Has anyone done this?
 
I haven't done it...

...but my instinct is that they would be more likely to say yes to $$ if you could honestly say "money aside, this school would be my first choice." I would also choose calling over emailing, as it shows seriousness on your part, and it's not like the money is not coming out of the accounts of any of the faculty or staff with whom you'd speak.
 
Holding an acceptance hostage pending a payoff may not be the wisest approach.
 
I emailed Creighton and asked them how I could get information about scholarships that I might qualify for or that I could apply for. Just a way to put the ball in their court to find out how the school does things so I might not slip up and say the wrong thing.

When some schools have placed us in a position to pay thousands to reserve a spot by the end of December without us first knowing our financial aid packages, they don't leave us too much of a choice.
