If you do one or two rotating clinical years in Australia for example, do none/some programs consider this equivalent to the preliminary rotating clinical year (if it is a requirement for residency) and waive this requirement?

In almost all cases no. You may get some credit for rotations but it will depend on the speciality, the program and the rules for Board Certification (ie, some Boards will not accept any foreign training).

If you wish to do your internship/FY in Australia, be prepared to repeat your internship in the US. This is really for your protection; the practice of medicine is different in the two countries and if you skipped US training time because of your experience in another country, you will find yourself behind the 8 ball when compared to other residents of the same level who did all their training here in the US. Not an enviable position.
