Surgery Prelim year in California

According to the NRMP, surgery prelim at some of the California programs (UCLA, UCI, UC San Diego) for the last few years have always had a few available positions. Why is it that these great locations with great names are unable to fill all their available positions? If any current or previous [(general) (surgery)] residents can provide insight on the workload/malignancy/desirability... because I am very interested in doing my prelim year in California.

No first hand experience but from what I’ve heard you are worked really hard and have no chance at ever being converted from a prelim to a categorical resident in the GS programs there.
