I did a search and could only find opinions from people in other fields:

I am going to do only one away rotation since our school only allows a limited # of weeks on our specialty specific rotations. It seems like with a lot of away rotations they don't notify you until June or so whether you got the rotation, so should I apply to a couple of different ones and then not accept the offer if I get more than one or does that screw my chances of interviewing at the place that I didn't accept?

I don't think applying to more programs than you need is that bad. I heard back from one program that they were already full. Of course, that place didn't give me an interview. Two other places I applied but didn't go-yet I got interviews at both programs. Of course it may be different at other programs and your mileage may vary.

I've heard the opposite stories - where applicants turned down away rotations at places and then didn't get interview offers at those same places. I think some programs remember that you turned them down.
