Well you know phenols are acidic (weak), so it would need a strong base like NaOH to elute it. I dont think you need to know th eaxt mechanism for it. I would tell you but its kinda hard to do it without drawing it out.
 
phenol C6H5-OH has acidic(weak) property because conjugate base (C6H5-O-) stablize with ""resonance"" and for extracting one acid, we need one base.
 
equivelent units is also always a possible question path when dealing with acid base reactions like this.
