I went to high school in Maine and my mom lives in Maine but I have a Medicaid / benefit card for New York and was granted in-state tuition by CUNY (I have lived non-stop in New York since May 2015). Would I be able to apply in-state for both Maine (UNE haha) and New York DO schools? Does it not matter so much for private schools?

It typically does not matter nearly a much for private school. They do have regional biases, but not necessarily state biases.
