What are some good non-technical books about radiology? Are there any biographies of famous radiologists who have advanced medicine?

If not, who are considered the top radiologists today --- the guys pushing the field forward.

Not too many to choose from.
Try Ron Eisenberg's book about the history of radiology,
Ben Felson's Humor in medicine"
and Shreiber's "This dog won't hunt".
Periodically, the major journals have articles such as biographies or reminiscences certain programs or places. The journals are Radiology, AJR or the ACR Bulletin.

Radiologists are a strange breed. Because private practice income is so high, many good radiologists at one time or another enter private practice. The ones who stay in academia are dedicated to research, writing and teaching. They forgo the wealth to some degree. They write seminal texts and hold key positions in the major societies (ARRS, RSNA, ACR, ABR etc), and in the societies for their subspecialties. You can find their names as editors of the major publications (Radiology, AJR, Investigative Radiology etc).
To name a few: Osborn, Resnick, Thrall, Federle, Naidich, Bradley, Stark, Armstrong, Castillo, Kim, Eideken, Teveras, Harris, Nyberg, Helms ... They are selected to be fellows of the ACR and honored with gold medal awards for their years of service.

Perhaps the best two books on the history of radiology in this country are the two written by the former director of the American College of Radiology about the two oldest and most prestigious radiology departments in the US. They came out a few years ago. The first was "A Century of Radiology at the University of Pennsylvania." Two years later he wrote the "Radiology at the Massachusetts General Hospital." Though they primarily focus on these two departments, they are an excellent chronicle of radiology in this country in general.
