Can GPs perform surgeries?

I just read this article and I was wondering that GPs do not perform surgeries and so the family doctor is also paying a hefty salary to a surgeon despite his firm raking 1.8m pounds per year...
This is a misnomer. The term "surgery" used in the U.K. often means "clinic" or practice where a GP (family doctor) works. That's what this article means.

Now, in some rural places in the U.S., there are highly trained family doctors able to perform simple operations (appendectomy etc.). It's quite legal. I'm trained in medicine and my state license says "qualified to practice medicine and surgery". Would it be a bad idea for me to extract an appendix? Of course. Is it legal to do so having not completed a surgical residency? Apparently...
