Can I a recommendation letter from PhD student who taught my class?

As the title says, can I a recommendation letter from PhD student who taught my class? He teaches French. I had him for a year and I am really close to him. Is it ok to get rec from a PhD student?

Get your letters from your professors (assistant and associate+).
 
I mean if you really want it I would only add it on after you have exhausted all other options. But at the same time if you add it I recommend you still have two science professors. Not just a TA
