can i get into a post bacc program with a 2.99 gpa and a 35 mcat?
yes.

You should look into getting that gpa over 3.0 though. Depending on academic trend, ECs, etc. you could probably be competitive for many post bacs.

Probably fine to be honest. I know that cutoff mark, but I'm a little skeptical that postbac programs especially SMPs screen like that. Apply to as many of the top tiers as you can. The 35 MCAT makes you really attractive.

I am trying to address my GPA in my personal statement and I am not sure as to how I should explain it.

Own up to your mistakes and don't blame anyone. Talk about what caused you not do as well, explain what you have learned from the experience, and possibly how those experiences have helped you to become a better student/person, etc.
