Can I send letter of intent after already sending letter of interest?

So I already sent a letter of interest to School A where I was waitlisted at a few months ago. They just recently sent an email implying that they wanted a letter of intent. So, should I now send an intent letter? The only reason I didn't send an intent letter before was because I wasn't fully decided if School A or School B was my top choice school or not.

If I should send the intent letter, the problem is that I don't have any updates between when I sent the interest letter and now. So, should I keep the intent letter really short (approx half a page) and just say that it's my top choice because xyz? I don't want to repeat myself too much and essentially send them the same letter twice.
 
If they give you a hoop to jump through, you might as well ask how high.
THIS^^^^. Also, please do not stress too much about this. It's a virtual guarantee that everyone receiving that e-mail is going to do exactly what @LizzyM and @Mr.Smile12 are advising, so your letter is not going to set you apart.

I actually think it's a little demeaning for a school to actively solicit these, versus just asking you to confirm that you want to stay on the WL as the game is about to begin. While we all seem to stress about this topic, my observation in 3 years as an interested observer, and now as a real, live, active participant, is that these letter almost always mean nothing -- for IIs, As, and calls off the WL.

I have already, this cycle, seen people called off WLs with ZERO communication since being placed on the WL. And, at least in the case of the school actively soliciting LOIs by e-mail, many will have sent multiple LOIs, updates, whatever, and never receive a call.

Jump through the hoop, because if you don't, you might as well tell them to take your name off the WL. And then, just sit back and wait, expecting nothing and being pleasantly surprised if you win the lottery and your name is called. Good luck!!
