One professor is taking awhile to submit my letter of rec and that's the last thing I have to complete for my app. Can I submit my app now and have the letter be sent in later?

Can we do the opposite? Can I send in my transcripts and rec letters before I submit my application? Specifically asking about transcripts.

Yes. You want to submit your transcripts ASAP, as they take the longest to process. Any components can be submitted before you submit your application.
Do you know if I can edit letter after I submit? I'm using interfolio and the professor hasnt sent it there yet so I don't have an email to put into the app for that letter?

After you submit your AADSAS application you can delete/edit your professor's email as long as he/she hasn't uploaded yet.
The email won't be generated until she submits the letter to o interfolio. Can I put temporary email there and edit it once she sends? I don't want to mess this up because almost all schools I'm applying to need this letter of req

I'm sure you can. (Based on last year's application).
You can put any email in AADSAS LOR section and then delete/replace it as long as a letter wasn't upload to AADSAS using that original email.
Last year I deleted and replaced an email from one dentist (they didn't upload their letter to AADSAS).
I replaced it with another LOR with Interfolio email once they uploaded to Interfolio and generated an email address.
When in doubt always call AADSAS to confirm.
