Can international dental students get loans for specialty programs?

My friend gave me a call a couple of days ago from another country, asking me, "Will I be able to get loans in the USA in order to move there by a student visa and try to get in a specialty program". He is a general dentist right now.
I appreciate sharing any information you have about this issue.
