Can you get an MD degree without passing USMLE?

I was wondering who knows of what schools allows you to graduate without USMLE? After all, the USA isn't the only country in the world. The reason I ask is because I know schools like Ross, SGU, Guadalajara University, etc will not let you go to clinicals without passing the USMLE in a time frame. What school sends you to clinicals despite missing USMLE?

You cannot practice in the United States without passing the USMLE or the COMLEX (DO students only).

Every country has their own licencing requirements - so you'd have to check with the country you're thinking about moving to for what they are looking for.

Every physician practicing in the US who has a MD - whether they got the degree in the US, Caribbean, India, or wherever - has passed the USMLE.

Caribbean schools will allow you to graduate without a USMLE, however you will not be able to do rotations in the US. For example SGU has an internal exams that they give at the end of each year. If you pass both, and have a GPA >2.5 (now >75% avg) you may continue on into clinicals but you can ONLY do them outside the US. Mainly the UK, but other countries can also be worked with, especially if you plan on going back to your country. Definitely doable. Ask the your school of interest for more details.
