Can you submit Step 2 CK score outside ERAS?

Got back my Step 2, it was only 7 higher than step 1. Was told not to submit by the adviser as it might hurt my application for my chosen field. Problem is a lot of TY programs require a Step 2 score in order to be ranked. Can I ask the TY to email the PC or PD my score card? Don't want to break rules
