how are we supposed to fill in the CAS app for the activities/interests section? is it resume style or should it be in properly written paragraphs?

People do it either way. From the interviewer side, it's a lot easier to skim down and notice everything when it's a list.
If it's something where a word or two won't suffice (such as "playing basketball", which is pretty self-explanatory), then you can write a quick sentence.

What I did was have a heading, and then a sentence to explain it.
