Chairman LOR vs. LOR from docs I've worked with

I am getting ready to submit my application for general surgery. I have three letters from attendings I worked closely with on sub-Is and I also have a letter from the surgery chair who I have spent almost no time with outside of a 20 minute meeting to discuss him writing a letter for me. A lot of programs require three letters and don't stipulate whether there is one from the chair. Is it better to submit my three letters from people who know me (and presumably have written stronger letters) or should I include the chair's letter in place of one of the others even if it's not specifically required? The chair is a big name and two of the other three are also pretty big names and chief of their department. The third is a relatively young, lesser known assistant prof but he is likely going to write me the strongest letter of the four as I have gotten the best feedback from and spent the most time with him. Thanks for your help!

Why not just submit all 4? As far as I know, no program limits you to three. They just require 3 as a minimum.
