Missing LoR

Ready to apply to my residency programs. I am still missing one LoR. I have the 3 required LoRs requested by the residency programs but I was going to submit the additional LoR. Are you able to assign a new LoR after you apply to a program? I do not want to mark that it is coming in the event that the LoR actually is never written. Or in the event that it holds up the residency program from looking at my application because it looks incomplete.

Please let me know if I am able to assign a new LoR after you apply to a program or any other actions that you might suggest.
