dude. you gotta calm down. i understand this is a high stress time for you (if you're applying to residencies this year), but seriously, keep in mind that most of us are working residents. and besides, your question isn't that easy to answer. it's almost like saying "i'm a white guy who drives a ford taurus. what's my chances i can win the lottery?". okay fine, that was stretching it. haha.
keep in mind PM&R is a very diverse group who typically looks at more than scores and IMG vs USMG status when picking residents. but yes, it is DEFINITELY harder to get a spot if you're an IMG (just like any other residency). and yes, low board scores of course hurt. but give it a shot. honestly though, you've got an uphill battle ahead of you. another option is to go for family med now and look for PGY2 spots during your intern year. people will drop out of PM&R programs. and residents WILL get sick or pregnant and decide to take a year or two off. AND, programs will increase the number of available spots. so just keep your eyes open (if you don't get a PMR spot this year) next year and be ready to send your CV/scores/application/personal statement to them.
