do character limits generally mean with spaces or without? is there any universal rule for this?
 
I believe it means with spaces. If you're running over the character limit, one quick way to fix that is to leave just one space after a period. I was taught to use two, and you'd be surprised how much room that takes up in a 500 word essay.
