I literally become a US citizen on the 19th. I am currently a permanent resident. Should I just wait until the 19th to apply and list myself as a citizen?

just list you're a citizen, they are going to ask for your naturalization certificate anyways.

Wait until the 19th. Nothing is gained by applying earlier but basically falsifying your application to say that you are a citizen when, technically, you are a few days shy of naturalization.
