How exactly does this work to help treat infertility in PCOS?

I don't get how it says its an estrogen agonist BUT will prevent inhibition of LH/FSH

It's an antagonist at the hypothalamus. Therefore less estrogen binding at hypothalamus --> inc. GnRH --> inc. LH + FSH

Clomifene is a partial estrogen receptor agonist, which means, in the presence of estrogen at the hypothalamus, it acts as an antagonist.
