Cold nodule Low TSH

in the UWorld algorithm for management of thyroid nodule it suggests Low TSH , get I-123 scintigraphy - and if cold nodule then get FNA. But how would a cold nodule cause Low TSH?
I always assumed cold nodule does not release thyroid hormone?

UWorld isn't saying the cold nodule is responsible for low TSH. UWorld is saying that a cold nodule on iodine scan needs to be worked up because cold = higher risk of cancer.
