Not necessary. It's one or the other, and schools tend to prefer the committee letter.
Do you really think they want to read 4 letters when they can get what they need from one? The committee letter is the gold standard because it puts you in context with all the other applicants from your school. Much more valuable than slogging through just how much people who like you like you, and getting to sample just how well (or poorly) they write.
If you check out some other threads, you'll discover the greatest value of LORs to adcoms is the red flags, if they contain them. Otherwise, they are generally uniformly positive, and don't really move the needle on an application one way or the other. THAT's why adcoms love committee letters. THEY are not uniformly glowing.
