UCLA and some other schools have said they require a committee letter if your school had that option. How strict are they about that, I do no have a letter. I know at other schools I have explained why I do not have a committee letter and it all seems to be fine. Howvere, UCLA just says it is required but does not ask for an explanation of why not. I graduated a while back and it is impossible to get a committe letter for this application cycle. Is it worth sending apps to theses places?

I think it depends how long ago you graduated. If you graduated a while ago, I don't think they will expect you to have a committee letter from UCLA. Yale had a premed letter service, but I didn't use it because I applied 2 years after I had left and while I was in grad school. Wasn't an issue at all. BUT I had about 4-5 letters of rec sent to each school in all just to cover my bases since I didn't have the nice committee overview letter with my application.
