So my pre-med committee wrote my cover letter, but there is a slight problem. They said that my packet will only have three rec letters, but I have four. Can I submit the cover letter with four LORs without consequence? The cover letter is incredibly generic.

Adcoms only want to see 3 letters, no more. They'll read the first three and not the fourth. It annoys them when people don't follow directions. I've had an adcom directly tell me this (UTSA).
Pick your best three and use those.
