My reply would be: Deadline you got when residency start in 2010 and PD say take it, Step 3 wise, in a year or 9 months, forget about taking step 3 for no 2009 Sep, talkin no Step 2 though ball game there is graduation time maybe.
Or in other words, your residency program will indicate when you need to have passed Step 3 by, it may be by the end of internship year or within the first 9 months OR maybe by the end of residency. You don't need Step 3 for ERAS.
The answer should be yes. I keep hearing of people taking Step 3 in the spring after the match, so they'll be able to join their program on a H visa instead of a J visa.
If you don't get ECFMG certification by Sep 1 or so, and if you don't apply with all documentation to FSMB for Step 3 by Sep 4, then you have to wait until Jan 2010 to apply. This deadline is universally imposed by FSMB, not by residency programs. Also, it takes a while to process your application and no Step 3 exams are offered during the first two weeks of Jan, which puts you around Feb 1 for taking the exam, and around Apr 1 for getting the results back at the earliest. Be sure to let programs know about your projected calendar if you need a H visa, and to offer to join on a J in case you don't pass Step 3 on time. It's up to residency programs of course if they want to consider you this year, but you can definitely take Step 3 in early 2010 and be ready for the next round. It sucks you may have to wait so many months instead of taking it while the Step 2 stuff is still fresh in your mind, but on the other hand you may have more time to prepare. Anyway there's almost nothing you can do about it, you can only speed up ECFMG certification so much if you've got documents to verify from your home country or you're still studying for Step 2 CK, so don't sweat it out, it is what it is.
