I was planning on applying this month (October), but my letters may not be in until November. Is it too late to apply? I know that the chances of getting interviews is lower the longer you wait, but what is the real deadline for getting LORs in? Should I just start despairing now?

How fast can your letter writers turn them around? Remember lack of planning on your part does not constitute an emergency on theirs. Remember that your dean's office has to upload the letters in (takes an extra day or three).

What specialty are you applying to? I don't think you're terribly late. Suboptimal, yes but screwed, no. Some programs are waiting for Dean's Letters which don't come in until early November. You need to go see your advisor at your medical school if you are that stressed about it--but I think you should press on with your LOR's--make sure your writers have your CV, personal statement, and whatever else they need including the cover letter and where they are supposed to send the letters.

I would recommend looking at the websites of the programs you're planning on applying to and checking out when their deadlines are. The vast majority of programs I applied to had November 1 as their deadline (i.e. I need my LORs in by then). If you're in the same boat then certainly November is too late. A handful of websites I looked at had October 15 deadlines.
