This very likely varies across various sites and/or programs (i.e., some programs might accept up to 11:59pm on Dec 1st, others might only accept until end of business/5pm on Dec 1st, etc etc.).
Personally, I would just assume the most conservative stance if you can (so, 11:59pm on Nov 30th) and go with that to avoid potential issues. good luck!
