Delay between secondary application submission and "complete" file?

I submitted secondaries anywhere from 2 to 4 weeks ago, and I'm just barely receiving notifications that my file is "complete." Is this delay at all normal??

Yes, if a school is getting 4,000 or 5,000 secondaries, which they are, it is going to take time for a file to be reviewed and marked complete.

But complete does not mean my file has already been reviewed, right? It means that it's ready for review?

Yes that is correct. It mean primary, secondary, MCAT, LOR are all in the file and it is ready for review. It will be scheduled to go to readers, etc for evaluation and however that particular school does its processing, whenever that might be for the several thousand applications they receive
