In an ideal world for all of us late applicants, adcoms would take the delay into consideration and follow suit by delaying their review/decisions process, too. Unfortunately, I don't believe that's the case.
I know AMCAS posted something about schools being notified of the delay and such, but in all honesty, just take a look at school specific threads.... Doesn't seem to me like they're holding off on decisions just because of AMCAS delay. Based on current and previous years threads for the schools I applied to, all of them appear to be following the same timeline they have in previous years, meaning they've already begun offering acceptances. Meanwhile, many of us who were affected by the delay are still scrambling to submit the last of our secondaries.
One of my top choice schools provides an interview tracker on their website, showing the number of interviews offered out of total number offered - as of mid-October, they already sent out 380/500 interview invitations.
Regardless of how fast or slow the AMCAS verification process is during a particular cycle, adcoms are still trying to snag the students they want as quickly as possible.
By far the most idiotic, regretful mistake I've made in the past year: Submitting a late application.
