Specific case:
My mother raised me as a single parent who worked three jobs in order to support me. I never met my father, and he isn't listed on my birth certificate. For several years in my childhood we lived in government aided housing (section 8). However, my mom managed to balance work and go back to school and eventually became a teacher with a master's degree. After several years, she made more money teaching, so we ended up no longer qualifying for the government aid. Does my situation seem as though I qualify for the disadvantaged status? Does the fact that my mom received a relatively high degree disqualify me as disadvantaged?
