I need to explain a hardship I had during my undergrad that could explain my lower gpa. Should I include it in the personal statement or in the disadvantaged section or both? Do you think it will be looked at more if it were in the personal statement?

write a story, not an explanation. If it fits better in the ps for the overall why medicine prompt then put it there. The disadvantaged section is for childhood usually, so not sure if you should put that there.

Disadvantaged mainly applies to circumstances under the age of 18 when you really didn't have control of your life. I understand what it's like to have difficulties in undergrad because I had many, but once you're 18, it's basically judged that you could have taken a leave of absence and should own up to your shortcomings.
 
Don't put this in the disadvantaged section. If it is significant, put it in your PS.
