Discrepancy between Regional Stats and Unfillled Programs?

Anyone curious as to the difference between the reported Regional Stats and the actual # of unfilled spots?

For instance, Gas was supposed to have 87 unmatched spots but in actuality they had 44. PM&R was supposed to have 17 unmatched spots but in actuality there were 11.

Are these spots that went outside the match? Or what?😕
