on the east side. Its right behind st. john's basilica. Just go up to the counter and say I need to sign up for medicaid and benefits. They will give you a form to fill out. Fill it out and hand it in, then they will have you see your case worker that day or have you come back another day. As far as filling the form out, state your income and earnings as nothing, but state that you may have some money from loans. The general cut off for medicaid is 18,000, and since students generally get only at most 10k for the year to spend on youll be fine.
For food stamps, I could not get food stamps for me b/c I'm a full-time student, but my wife and baby get them and its about 300/month, and I can use the card to buy them food so it works out.
Just letting you know though, its very very ghetto at that place and you may feel like you are going to get shot or mugged, but its worth it in the end.
