Do EC's over the summer between senior year and first year ugrad count?

Sure they count! If you had a meaningful experience, then by all means talk about it when the time comes. Maybe it even leads to things you do in the future.
 
I'd add a couple caveats to the previous posts.

If it gives you some meaningful experience or insight that you can provide depth and context for in your personal statement or interviews, it counts.

If it was something short term (like a summer of ED volunteering folding bedsheets) that you're going to use to pad your AMCAS activities section, that's questionable unless you continue it into college.

If you continued the activity after the first day of college, it counts. Otherwise, I would be weary. Screeners don't appreciate people adding things just for the sake of having one more activity (not that I think that was you intent).
 
i volunteered at a hospital through senior year of hs, up until i left for college. I went back and continued volunteering at the same hospital over breaks and stuff, so i put it.
