Do letters of recommendation have to be sent to receive a secondary?

So at my cousin's school, there is a pre-professional committee that will write a letter of evaluation, but the form says that they will NOT send the letter until she notifies them that she's received secondaries, which I thought was weird. I always assumed applications had to be complete for secondaries to be sent out.

If you submit AADSAS, can you receive a secondary application if the letters aren't there?

Pretty sure you won't get secondaries until your application is complete and it's not complete without the letters. I never had this problem though. Good luck.

Yes otherwise ur application is"incomplete"& they won't proceed further (send interview/secondary etc)
