My application will be verified before the 28th and I'd like to receive/submit secondaries as soon as possible. Will I be able to receive secondaries/interview invites before my LORs are submitted, or must these be received before schools send out either/both?

LORs are not needed to receive a secondary. LORs are, however required to complete your application file at each school (and this can vary depending on how often schools "download" your LORs).
As for schools that screen pre-secondary, I'm not sure.

You'll get secondaries without LORs, but you won't get interviews. You don't get an interview until your secondary is complete, and LORs are considered a part of the secondary application. I'm fairly certain that schools that pre-screen secondaries do not need your LOR before sending their secondary - they're probably looking at numbers for the most part at that point.
