My 1st year I got an F in a non-science course. Despite that one hole in my academic record, I have done decently well--I have a 3.63 overall and 3.57 science.

Is there some kind of policy that requires me to take this course over or is it ok if I just apply like this?

if it is a required course by dental schools then you will need to retake it.

Agreed, even C-s are retaken.
grade will be average with the F though for gpa calculating.

Apply and be ready to explain that F.

I had an F in a non-predental class and no one questioned it... it killed my GPA though... you can ask your school to exsponge it if you don't plan on retaking it... I found out a little too late to do that.
