Concering the value of E cell, is it true that the more positive it is the better for either oxidation or reduction?

IE, if it's written as reduction, then the more positive the E cell,the more likely the rexn will take place and
if the rex is written as oxidation, then the more positive the Ecell, the more likely the rxn will take place
