E-Submitting w/o LOE okay?

LOE sent after e-submitting permitted? I've been seeing mixed answers to this question.

My school's pre-health committee won't send out LOE until they have a copy of our submitted application.

I've also already sent out my transcripts. One of them has been received. Are they only verified when we e-submit?

Would you suggest submitting my dentist's rec separately instead of it being added to the committee letter?
